In 1937, the merchants KAGU and KINUGASA MARUs were requisitioned from their owners by the IJN and ordered converted to seaplane tenders. Both tenders were in operation in 1938. In 1941, the SANYO MARU also was ordered converted to a seaplane tender. Before the start of the Pacific War, the KAGU and KINUGASA MARUs were rerated transports. The SANYO MARU was rerated a transport in 1943.
